My regular one doesn't, but CMs do. They have 'foodie cards' that rack up points and get your coupons. They also have meal deals there.
I know there were some HEB and Plus stores that had a loyality card program, but it was experimental and they are moving away from it (a store in Round Rock had it, I remember).
