Safeway accepts store coupons (found usually in their ad), manufacturer's coupons, and Internet coupons. You may use a store coupon and a manufacturer's coupon on the same item (unless either coupon strictly prohibits). Pay attention to the restrictions on the store coupons - many require a $10 minimum purchase and limit one.

Safeway has a "Club Card" and many of their sales and promotions are linked to using this card. You can obtain one for free by filling out this form and bringing it to the store. You can also load P&G e-coupons directly onto your Club Card. When you purchase the item associated with the coupon, the savings will automatically drop off at the point of sale.

Some Safeway stores do double manufacturer's coupons, but this appears to be regional.
