Yes, they are MQ's so you should be fine. I've used them at Target.

When I used the Charmin coupon at Safeway I had to buy 3 for a promo deal and had 2 other $1/1 mailer coupons that I found at the Post Office when I was buying more stamps there and I noticed the bar codes on the coupons matched so that made me think is would probably be ok to use at another store.

I got these coupons a few weeks ago too. I used one during Kmart doubles with no problem.
