I got a $5 off $40 but didn't get the free noodles. It doesn't state that it has to be $40 after coupons so is it safe to assume it is before coupons?

Check that packet again - my free noodles coupon was a completely separate piece of paper; not on the same one - just in case you DID get it.

I'm in Central NJ and always check those packs, and I got nothing remotely useful.
Shelf clearing isn't as rampant as it's rumored to be.

I live close enough to a Shoprite where I get them in my weekly "junk mail" packet with circulars and such. Every few weeks, I get an envelope of advertisement coupons from Val-pak. I guess it depends on where you live.
