I've always given my mq's first and then RR's. There have been times when I just gave my cashier mq's and RR's together and let them scan whatever they want first. Nearly ALL my cashiers (different stores), do the same thing - mq's and then RR's.
D0SH4 explained RR's very well. You must have equal number of items for mq's & RR's. In-ad q's, IVC's, any Wags q's do not count toward that ratio.
If you have more mq's & RR's vs items, you need a filler. For me, my go-to fillers are something cheap. Sometimes they have holiday pencils or bags for cheap. Even candy. Or, I'll look for something I need to use as a filler.

I must grab a cheap filler to make up the required number of items to use both my coupons in this same transaction. This was also very confusing to me when I first started.
