Yes You have to buy 4 to use those 2 coupons but you also have to remember to get one extra to put in your cart, that will make a total of 5 when you get to the checkout.

You can only use 1 manufacturer coupon per item. In this case 2 air fresheners are considered one item because the coupon applies to 2 of them.
So you would have to pick up 5 to use both coupons: 3 cans for the Buy 2 get 1 free coupon (2 you buy, and 1 freebie) and 2 cans for the $3 off when you buy 2 coupon. You can never use two manufacturer coupons on one item. The only time you can stack coupons on one item is when one of the coupons is a store coupon and the other a manufacturer.
